11.
morals, principles or habits with respect to right or wrong conduct.

Look at entry number three above. “founded on the fundamental principles of right conduct rather than on legalities, enactment, or custom: moral obligations.” Note well that there is a distinction between “moral” and “legal”. In fact there is a severe disconnect between morality and legality in this nation. Our laws are rooted in the Constitution and our morals are rooted in the Judaeo-Christian ethic.

When the constitution was written, there was a good agreement between legality and morality, but the difference between them is ever increasing since the era of Woodrow Wilson at least. The reason for this is that the framers of the constitution knew that government is at root and core immoral, because it may legally employ force against their own citizens in the case of criminals as well as against aliens to protect its citizens. Therefore the framers of the constitution perceived of the federal government as being restricted.

But today we have a federal government that is bloated, riddled with redundant and sometimes even conflicting bureaucracies. We have a government that has usurped the function of charity and has assumed the role of slave owner!
